The new Rugby Borough Local Plan that shows Ryton as a potential housing site is just a draft, people have until 11 November 2016 to comment on it (or part of it):

Perhaps if people object the proposed development won't go ahead.

Let's not send in the Higgs type objections though, we need legitimate and relevant objections.

I have a very distant and slight knowledge of the planning system (from university many, many years ago) and I can see one legitimate objection people might raise is the loss of green belt land when there are alternative viable brown field housing sites in the borough. I am sure there are other legitimate objections that might be raised (lack of infrastructure, accident rates on Leamington Road etc), perhaps one of the posters here has more recent and detailed knowledge of the planning system than me?

current ground is not sustainable due to revenues - nothing other than a photo to show for a new one

I don't think hoodwinked will come into it. What they've actually said ""Implementation of site allocation DS3.9 can only occur when adequate replacement of pitch provision is made to the satisfaction of Rugby Borough Council and Sport England in accordance with national planning policy". They're not bothered about CCFC, just pitch provision in the borough. Could just mean some goalposts in a field somewhere to hand over to RBC that CCFC never so much as step on let alone use for a training base.

The devil is in the detail. It doesn't say that CCFC have replace the training facilities with more training facilities for CCFC it clearly says pitch provision. It's all about maintaining the number of pitches in the borough. Whether they were private previously and public now doesn't seem to be a concern. It's a number counting exercise so government can say they're promoting sport.
