Instead of parachute payments it should just be put into place that all player contracts are reduced by x% on relegation. Would allow for a more even field.

I'm not so sure, it seems to be quite a badly ran club.
I know Newcastle have often been a laughing stock but Ashley managed to hold on to Rafa and allowed him to spend and Burnley are a well run club.
