It’s called Shahzam for Faces and was patented by the journalist Jon Ronson a decade ago (although he lacks the technology to develop it he’s claiming IPR on the idea).

Yeah Google said ages ago they could easily use face recognition in Google Images to tell you who a photo was if they were famous enough, but they don’t because of privacy concerns. Facebook obviously do it for auto tagging but the searchable bit seems to be the line.
