That's ridiculous from the ref. He practically stepped on McCallum when he was down but didn't stop play then as soon as we get in position to shoot he stops it.

That's nothing but compete incompetence. He knows the player is down either stop it straight away or don't stop, not like he suddenly realised it was more serious when he was down the other end of the pitch.
