But if a world leader can reduce carbon emissions by say 200 megatons by spending 50 tons on air travel that’s a net benefit, that’s the entire point.
I’m guessing you’re one of the anti electricity types and don’t actually care about world leaders carbon output though.

No I'm all for forward thinking to address issues in a practical, cost saving way.

No. Nothing to do with the council. My Dad was a councillor about thirty years ago is probably what you’re reaching for.
There’s a COP (Conference of Parties) for a lot of international agreements. This one lead to the Kyoto Protocol and the Paris Agreement. The first was 1995 so there’s been 29.
Other COPs have been on non proliferation of nuclear and chemical weapons, pesticides, all sorts. Any international convention on cross border stuff basically. And probably all attended by world leaders who probably flew there. But they don’t have large right wing moneyed interests whining about their outcomes so you don’t see the memes on Facebook.
What I'm "reaching for" is there's always a pit of money, to have meetings about meetings and find new ways of wasting money.
Councils, world leaders and the NHS are experts.
Also, there a global crisis where we need to act now but world leaders can swan around the planet in private jets etc when teams is a thing.
I don’t think these sorts of things that rely on lots of off plan chats and backroom discussions work on Team to be perfectly honest.
There’s not always a pile of money for meetings. I’m really not sure what that means. I’m as anti meeting as the next guy but the meetings you’re on about are kind of the only way to get a formal agreement between parties.
You just seem very angry with not much reason why. First it’s carbon emissions. Then it’s meetings. If I were you I’d probably take a bit of time to cut back some of the social media that’s making you so angry.
I completely agree we should move faster on the climate ideally, but hobbling the mechanisms to do that obviously isn’t the way.
