Also, a fine example for a rant about government funding things based on economic rather than social considerations, as their funding from local givernment has been slashed to an inch of its life!
I think everyone's funding has been slashed to be fair, though I can't speak highly enough of the Herbert personally and agree with your point. That's what you get in a country run by bean counters quite frankly.

I still think the need to notify the EC or not is what must be proven by either side to win the argument. I am not sure it is as clear cut as some are making it. Seems very little evidence produced on this.
The private investor test is an area that may give the Judge something to think about. It has never been tested in Court before and therefore no previous case law to refer to. In effect his judgement will set the standard and he might want to take extra care in making his decision. So we may not get a judgement this week

It has. Heritage is a soft target though. Despite not having a big proportion of the budget, it's an easy thing to cut horribly and then point to as an example of how they're keeping hospitals and schools open (conveniently forgetting the ways somewhere like the Herbert can work with schools, and take a small amount of pressure off them, too).
Even though their budget is insignificant compared to those.
And culture is what defines us from the savages!
You know, people keep asking for the smoking gun. This could actually be it.

I went to the Herbert once to a dinosaur "exhibition", think I spent about £35 - £40 for 3 of us and got in there and there were 4 plastic dinosaurs. Awful!

Government expects places like the Herbert to pay its way, but won't allow it to spend money on risk.
So it's stuck between being limited in what it can do, and being ordered to try and make a return on that with one hand tied behind its back; the worst of all worlds!

Irony is, speak to any teacher or hospital worker and they'll tell you their funding has been slashed too, so it's not even for a noble cause. Not to mention, as you said, a more cultured society needs less formal education, less healthcare and less policing.
Got to be the right culture. Good British culture, none of these one legged lesbian art installations made of poo.
And there we have the issue with arts funding in a nutshell.

Me too. Galleries, museums and libraries are "where it's at". Or at least it should be but we are the easy target when it comes to cuts. It's starting to happen in Staffordshire now.
