Very odd - not even as if he's a huge name for other commercials. If they have £15k p/w to spend, they could have got 3-4 players that are still too good for this league and would have made more of a combined difference with less risk.
They did - was that the same owner though or a previous regime? Even now I'm sure Nolan, Stead and Ameobi would already command decent salaries for this level so unless highly incentivised I was surprised in that article that a Luton player on £3500 was the highest. It is a lot, but I would've thought some more than that.
