The bigger picture is probably, tbf, a massive budget hole that the council needs to fill with either one-off sales, or cutting services.

In fact shes already agreed to the name change for the City. Being the excellent negotaitor and 'I love Cov' girl she has kindly agreed to keep the City part of our name, but had to give up the Coventry part, in favour of East Birmingham and so now we shall be known as East Birmingham City. She loves the city though....
