Maybe that's a minimum and clubs can choose to allocate more if they want, we've taken huge crowds to MK before haven't we? 5600 does seem absolutely massive for Burnley wherever it was.

Burnley are only up there at the moment because if you want them both Wigan and Preston will give you up to 6000 tickets and they have already played both of them away. Come the end of the. Season they will be about 8-10.
To be accurate every team should add the full capacity of their own away section to their total. As teams like us allow 4500 others don’t. Adding on full capacity of your own would make it fairer

It doesn't make much difference over 23 matches .. for example if burnley offer us 2000 and we gave them 4500 , it's a difference of just over 100 over 23 matches on their away total
The other 22 matches we will all get the same allocations
