Remove the apostrophes on INs and OUTs.
They add no value, on FIFA 19 (whatever that is) or for grammar purposes.

So Thomas didn't have a ovr in fifa 18 last year, but did if you went on career mode , transfers, then search for him and it says so if we got a player from dev squad of higher team, so that and it says rating

Those FIFA ratings are massively outdated, they're from the Ultimate Team cards whereas for general gameplay players get updated throughout the season.
For example, Marosi is now 64 Overall.
