Not an expert but my understanding is that he meets FIFA's eligibility criteria (through an American grandfather). The issue was that he needed an American passport to compete at the olympics. I think that is US policy but they sometimes wave it for 'exceptional athletes'. Correct me if wrong. Here are his recent comments:He’s not actually eligible.

“I don’t know if there can be a way around it in the future. Hopefully there will, but I guess I will have to hold out and try to get into the England squad instead.”
He added: “My grandfather lives out in Monterey, California, and I have a lot of family over there, so he’s completely American and therefore I thought I would be able to get a passport. Maybe there’s a way around it in the future but right now I need to focus on my club football and when I get to the levels I know I can get to, whether it’s England or America, I am not sure. Maybe Haji (Wright) can put in a good word for me and sort it.”
