I think that will be the rationale but I don’t see how you can claim it’s a new phase without making just touching the ball a “phase”.

Reading up on phases of play you’re right, he’s not interfering for the initial ball in (according to the law) and once it’s knocked on. It’s another phase of play.

Still a stupid rule. Nothing has ever convinced me that “interfering with play” has any meaning. Every player on the pitch is always interfering with play IMO but I get that’s not the rule.
