I live not too far away from Virtus Verona's ground and they're in Serie C - the standard is a lot lower than League 1. Based on their 'ground' i'd always assumed they were non-league.Went to Bologna v Sampdoria last month. Bologna actually a decent side but Samp were pretty atrocious. You would be amazed checking the third and fourth tier of both Italy and Spain respectively. There's some pretty big names in there.
Those leagues are also like the abyss, and can be extremely difficult to get out off as they are broken into a large set of conference leagues with very few of even the best teams getting promoted.

I was at Villa Park to enjoy Villa getting beat by Deportivo 2-1 in one of the European cup competitions back in the 90s. Admittedly, the away end had more English fans than Spanish but seeing Leeds, Forest and several other clubs represented all supporting Depo was hilarious. And at halftime, the Spanish fans had smuggled in some wine skins (skin bags with wine (or "something" alcoholic) in them and were passing them around everyone in the away end, Spanish and English all got to enjoy the evening
But to see them in the newly established Primera RFEF league (3rd Division) is a sad show. They're now playing the likes of Bilbao, Valladolid and Celta Vigo's B teams.
