I think the reason is fund the loses.
Maintain the illusion of a serious intention to build a stadium.
Buy the Ricoh for below market value.
Place the team in it.
Instant increase in the Ricoh to its true market value
Recoup your loses.

I just don't think the council can go for it.

So we have to wait two-three years of this farce to find out.

I think by two to three years, when we just have a plot of land, some audacious plans, yet building still not started, people will start to sniff a rat.
