It's more likely DK has implemented a set-in-stone wage cap which he feels shouldn't be breached.
Similar to SISU I suspect DK will be strict on budget. His target quite clearly is to ensure the club is as self-sustaining as possible - which at this level I don't think is really achievable but that's another conversation for another thread - and much of the operating costs will be swallowed through ticketing/sponsoring/commercial revenue, along with player sales.
I'd imagine he also feels that if he caves to Hamer's demands that it'll set a precedent. You only have to look at Gyokeres' comments to gain an understanding of his attitude regarding who he believes holds all the cards.
