This is pretty much standard practice given they will be building on the existing pitch rendering it unusable. This is nothing to do with post July 2017.

It says in the planning document that of the 4 remaining pitches wasps will have exclusive and sole access to 2 of them, and exclusive access to a third half of the time, which leaves 1 pitch for public access and another that can be used when wasps arent using it (probably evenings) it doesn't take rocket science to see which of the pitches will be upgraded for us to temporarily use.That says "other outdoor pitch space" so sounds like it would be different?

City’s Academy is currently category two, which attracts around £500,000 in grant funding, but there are strict requirements including access to pitches and changing rooms.
Mr Anderson says the club have made CSF aware of those requirements and he won’t meet them until they have confirmed those conditions can be met.
He told the Telegraph: “CSF haven’t confirmed to us what we would need in relation to how many pitches, changing rooms and office space, once the contract has run out.
“Once that has been confirmed we will sit down with CSF and discuss the future of our Academy at the Higgs Centre.”
Mr Anderson had previously told the Supporters’ Consultative Group on June 22 that the Academy rules meant there was ‘no negotiation to be had’.
He told the SCG: “There is no negotiation to be had with other parties around a table because the football club doesn’t have a choice to either comply or not comply with those technical requirements, which have been communicated to Coventry Sports Foundation.”

It wouldn't be spin unless it was vague. Say we can offer x, y & z to the club moving forward from when the current deal ends. Make it very simple and very clear.also, if CSF did that it would be called spin
