...... just complain to the European Commission?

Should have been their first step if they're concerned that it was illegal state aid.

I've often jokingly referred to sisu as the "illegal state aid police" but it seems to me that the European commission is the illegal state aid police.

If your house was burgled and you knew who did it would you take expensive legal action against them in the first instance or would you go to the police?
