He is out of contract and Hull are currently considereal a bigger club. If he won't sign a contract, sell him.
As the season ends, and clubs begin their recruitment drive for next season, I am increasingly asked (whether in respect of players that we act for, clubs that we advise and work with or – mostly – out of idle curiosity) how the compensation system works. Where a professional player, under the age of 24, has been offered a new contract by his club (subject to certain requirements that the offer must meet set out in Rule 64.3 of the Football League Rules) and he rejects that offer in order to take up the opportunity to sign for another club, compensation will be payable.
Drunk already? Hull are a much bigger club than we are.
That is the only option really, he could move for free now he is 24, unless he was offered a contract and did not accept. I guess that is what happened.

This is why his value is so low - not because of his ability
I have seen figures on this thread relating to flecks value being in relation to twice his remaining salary and some that estimate his wage... Just as a note it appears these figures, even the more conservative ones, are wildly over stated against the average league 1 players salary!
The average league 1 player gets paid shy of £70k!
There is a huge gulf between league 1 and the championship which is just shy of £200k.
From this twice his remaining contract would value him at 70k, whilst I believe the jump in the money offered in the championship would form an incentive.
As another thought, why would he sign a new contract with us while he is in league 1 at perhaps 90k (above average by over 20%) when he could review his options and maybe even sign back with the sky blues at £200k if we were to be promoted?
I don't think we can read too much into things when we beat these figures in mind.

He also hasn't really produced for us until this season, either. There are shades of the Mills, Hughes and Guðjónsson here.
You've also got to factor in the agreement we made with rangers so they didn't try to sue us. It's likely that the sell on clause is higher than a normal transfer.

Unless it is over a million.
You would be better off keeping him and letting him go for a free.
Promotion is worth 5 million in tv rights alone.
Why take the risk for less than a million.
Can't see us getting more than 200k if his contract is up in the summer to be honest.
The club will be capable of achieving promotion without Fleck.
He isn't that pivotal and given the new regime is certainly replaceable.
Because if a player wants to go he goes. Also as I have already stated on here the rumour always was that we wanted to sign Bigiamara and Cole as his replacements and his sale will fund this.
So if I am so wrong in my assessment of those two sacrificing fleck is a no brainier?
We swap a league one player for two with far superior talent and get a fee?
Win win.
You are saying Biggie has far superior talent than Fleck?
I'm not. Most on here rave about him though.
I think he is a good addition to our squad. However lose Fleck for £200k to pay Cole and Biggi's wages?
I'm out.
Never really understand when clubs accept low offers as oppose to thinking of the importance that player could have on your clubs future.
Selling the Juke when facing relegation. Crazy gain around 750k lose 5 million.
If you sell Fleck for £100-200k and risk promotion again crazy.
Unless of course it is TM (not Fleck) asking for the sale.
TM will get sacked or praised by such decisions so fair enough.
Er we got more points when we sold Juke.
Er we could have got even more points with him.
Not really because we signed 3 players on his sale and one was pivitol in a marginal improvement.
Also we didn't sack your mate which always made relegation a certainty.
Sign the loanees and keep your top scorer.
Have a genuine go at staying up
We had the worst manager in the club's history, which was probably the main factor.

Wahey and its complete.
Grendel disagrees changes the subject.
Sickboy appears and backs it up.
My day is complete. Now for a city win and you have one very happy fan.
