I think it affects the budget in the year you physically receive the money. So if the sale £3m and we received only £500k up front then only £500k was used to calculate the budget 2015/16
Talk of upping the budget could of course be irrelevant if the physical cash is used to pay down debt or even just cover a cash shortfall on existing wages
Your previous estimation of possible budget suggested that it should perhaps be higher this season ?! People keep saying it's early days but I'm hazarding a guess that our boss has been told to make weight with possible frees from the Prem clubs when and if they become available. It worked to a large extent last year for us but I would suggest that those teams who were actually successful had a fairly solid team at this level with a blend of work rate, organisation, steel and a bit of flair. More than anything they consistently put out a similar team when they could.
