Mexican cartels, the early ones I think.
Probably wouldn't have been able to air it if it had been El Chapo as he's currently on trial in New York. I'd imagine it will get to him eventually.

I haven't seen it, though was interested, but now I know Pablo is dead, I probably won't bother anymore.
