Partly true. Liverpool do a thing called "local members" a certain amount of tickets for every home game are guaranteed for those who live in a Liverpool postcode. These obviously sell out very quickly and they're only £9. I got two last year for when they played Man United - £18 for two tickets to see Liverpool v Man United? Happy days.
