I think it's safe to say he does care, unlike Fisher, although that doesn't necessarily mean that he is up to the task. I've bad mouthed him many a time but he was influential in getting us back to the Ricoh and bringing in Mowbray (albeit almost too late).
He is bringing down season ticket prices and making moves to get the fans back, but if he doesn't get the right manager or players then it's irrelevant.
The first tick in the box would be to get Mowbray on a 3 year deal. There's also no way that he should go before the root of all evil, Tim Fisher.

They have to submit documents to the league, then all teams get to see what each other's wage bills are, for transparency. Kieron Crowley (ccfc's press officer) confirmed he had seen the league documents on Twitter.

With FFP couldn't you make a pretty good estimate of the maximum each club could spend from their accounts which are publically available.
