I have chaired and sat on many committees, apart from some financial or sensitive business issues which may be in negotiations, there is no need whatsoever to not publish minutes.
I would refuse to sit on a committee that kept general minutes secret. Leaving yourself open to all sorts of questions and accusations of incompetence.
