The year is 2003 and you are a senior Coventry City Councillor.
Ccfc are in trouble and are asking for help. They need a new stadium. The options available to you are:
A). Ignore the club's request for help. It is a private company and nothing to do with the council. However this will result in administration for the club, and it is uncertain if the club would survive that. Public opinion would also swing massively against you and would most likely see you voted out at the next election, taking away your livelihood.
B). Support the club by joining forces with the Higgs charity and building the new stadium. Offer the club all the revenues and charge a peppercorn rent. This will greatly help ccfc. However the risk is then placed onto council taxpayers. If the new stadium cannot generate enough revenue to survive then administration for the new stadium will follow within a few years, resulting in taxpayers money being wasted. Likely outcome of investigations and penalties for the council.

Secure taxpayers investment by loading the risks of the project onto ccfc through a high rent and no revenue. This is a high risk for the club, and it's likely the club will be struggling within a few years. Both you and the club know this, but the club are still willing to go ahead with this proposal. However as you are a CCC councilor, you know your responsibility is to the taxpayer.
