Maybe so...it shows the rule-makers in either camp have little perspective of what constitutes a relative punishment. A little like a very wealthy person has little problem parking on double-yellows 3x a day. Whereas someone on low income fears doing so as a significant proportion of their income is taken away.
And Arsenal pay Ozil £350k per week to sit on the bench! A £200k fine is laughable really, but it is the same as wealthy people getting a parking ticket...they don't give a shit if it makes their life easier. Saves them 5mins walk from & to a car park. In that 5mins they have probably made 10x the amount of the parking fine. So, what kind of deterrent is it???
