Great idea Sky Blue John.
As the club want an independent valuation of ACL / Ricoh the council should agree to it on the basis that SISU agree to an independent valuation of the club. Next, they put both businesses on the market for the valuations and the first person (a third party not related to either side) to put up the money for both can buy. It needs a timescale - perhaps one year.
Failure to sell both to one party after a year then the council sell ACL / Ricoh to the club at the valuation price with a stipulation that it remains in the club (not with external investors) and can not be separated or resold without the club. In the event of a sale / administration or failure of the club the lease is terminated and the stadium reverts back to CCC.
Solution - club owns ACL and benefits from the income streams whether owned by SISU or not. Can not be separated and if club fails - Ricoh and ACL go back to council.
