Just watching the final, VAR check for first penalty given for handball and scored, second penalty awarded and scored.
So a 1-1 score and Tokyo verady promoted because they finished higher in the league, no extra time or penalty SO

Doh forgot most of the detail trying to be brief.
Anyway the second penalty wasn't referred and should have been as it clearly wasn't and the would have classed as not say five years ago as it was accidental handball.
