What they did was submit a projected earnings level which set the FL budget cap. They calculated it at a figure they assumed would be generated by 11,000 supporters.
11,000 supporters means nothing, they could all pay one pound or £20 so someone miscalculated the supporter mix.
The consequence of this was clearly an issue both in financial terms (hence a significant operating loss) and in terms of the 60% rule. This had to be the overriding factor in the Madisson sale.
The other clear thing that is the main reason for the club needing to sell players is not break even issues but to remain cash neutral all the time. Impossible I would say without selling players every January.
