In fact it could have the opposite effect with public declaration... where , it could put public ( fan ) pressure on the the council to pull their finger out either approve it or at the very least prevent them selling it off for some other venture just to stop SISU getting it.

It is relevant to subsequent events though, it explains why when the council bailed out ACL it did not extend the lease to 125 years, it was suppressing the value ready for the Wasps takeover.
Who was supposed to be stumping up the money to buy Wasps as was being proposed. Interesting that it ties in with the time the current owner, who didn't at that point own them, was talking to CRFC about a merger.
