They nearly did, Liverpool came close but they got away with it and so its all been forgotten about.Nothing will change in football until one of the 'big 6' threaten to go under. In fact i'm not sure even that would change things, it really would need Man Utd or Liverpool to go down the pan before anything changes.
It's also the 'fans' (I use that term very loosely, in that I generally mean the Sky Sports fans).
For every facebook post etc about Bury, Bolton, etc, there's a Man Utd armchair fan suggesting that "it's their own fault, they should have managed themselves better", whilst crying about only spending £130million on players this summer.
