I don't understand what Charles has done that's so wrong, and what makes him a bad symbol anyway.
Notwithstanding, it's the people who choose to make it without power. the monarch, after all, has to give Royal Assent to all bills, and has to ask somebody to form the government. They also get consulted regularly by the Prime Minister. Theoretically, they can only give assent to bills they like, or advise on their changing, and they can ask anybody to form the government.
None of that is great.
As it happens the Queen, Charles, and William all recognise that flexing power means the end of their pay cheque. They're probably lucky that Harry was second son, however.
