Yeah, but it appears that it has almost become an accepted practice. Happens all the time and usually the best you can get out of it is a free kick. Trouble is, it can be incredibly dangerous.Watching that replay it simply looks deliberate.
It's a bit different to the elbow on Saka, I feel, which was entirely deliberate.
I think there's a difference between "I'm going to lean on him to stop him getting to the ball" and "I'm going to elbow the player in the face."
I think one is really sneaky and the other is just seen as a method to ensure someone doesn't win the header, or the ball.
