I don’t know what the criteria are, but I’d rather let out every non violent criminal before a single violent one. No doubt someone will have some amazing example to make me change my mind but that’s seems like an obvious rule of thumb.
That is the rule for bringing forward any releases no violent prisoner or persons convicted of a sexual offence
However people are released on licence to serve the 50% of their sentence in the community

The issue with that would be that people would see it as fair game to commit non violent crimes. You only have to see the shoplifting epidemic that we currently have following the non prosecution if its under £200 to get an idea of what would happen.
Maybe release people on longer sentences a little earlier still (although I'm sure this is probably happening already) may be another thing to consider.
There still has to be a deterrent in place to stop people committing crime in the first place.

It is difficult when certain non negotiable rules for living in a society are not longer seen as the expectation

Don’t think non-prosecution is the angle they’re coming at, so can’t see it being comparable to the shoplifting stuff.

Not if there are other punishments put in place with restorative justice.
