They can but very rarely do. Not sure it's happened in the PL in recent years as shouldn't be necessary with VAR, should be seen at the time.

This to me is different. Ref has booked Osmajic for grabbing/pushing surely. There's no way he's writing in his report "I saw him sinking his teeth into the opponents neck in a manner Dracula would be proud of, an action I deemed worthy of a yellow card".
