How the fk was that not a penalty

The fouling started outside the area. However, if the foul isn't given outside the area I don't see how getting a piggy back of Haji inside the area does not constitute another foul and hence a penalty. Bit like the one on Eccles just before we scored against Derby - an unpunished rugby tackle.

I wonder what VAR would have made of it.
