There's no administrative county called East Midlands. They are within the geographic area /cultural region generally referred to as the East Midlands. That's because they're in Derbyshire the whole of which must be described as an East Midlands county. In my opinion.

Yes it is, it's in Lincolnshire which is a midlands county (yes, including the northern bits of it).
