There is another deadline for best bids anyway.
So it's not like he gains any advantage.

In legal terms before technology advanced to this point there was the postal rule ,which discounted your acceptance whether you could prove posting in time or not .

I heard about the RICS thing last week, I had forgotten about that actually.
The irony of that ,that it was over money someone was supposed to get, but never got it.:facepalm:
