Greenery has ongoing costs with upkeep that's why you see less of it and more bricks and concrete . Just look at old photos of Coventry center and parks from the 60s 70s 80s to see the changes .

I get that, but you can just pick what that greenery is more carefully so it needs less upkeep. Lots of slow-growing, evergreen plants that you should be able to leave to themselves for a number of years.
