Surely the police or cameras should fine every car owner that shows that the cars are effectively abandoned. Any innocent people caught up in this would stay with their vehicles. Anyone parking on the hard shoulder and then deliberately causing a blockage should be picked up quite easily.
Its a smart motorway. Cameras are everywhere.
You can also oppose it without walking down a motorway filming yourself for likes on social media.
