NO, They have not bought half of the Richo yet.
They cannot afford to do so at present, they have offerd a small deposit then the rest on the never never, but AH and Council want to see accounts to confirm they will still be around to pay off rest. Hence why SISU and Council want a gagging order.
To answer your question NO they have not bought half and it is still owned but the Rate payers of Coventry.

I want it ot be true but i think its bull. If SISU are gonna leave us high and dry in the transfer market, why would they spend millions on a stadium for a club they dont give a shit about? I hope to god its true, but why would SISU do it?

Why is anybody poking them with this stick? The leader of the council announced that a headline deal had been agreed, all SISU and Higgs have said is that talks are ongoing. Anybody who is giving them stick for that is plainly moronic.
