West Midlands Councils is different to the West Midlands County Council, that ceased to exist in the '80's.

There is an orginisation call West Midlands Councils, but these would have no influence at all on the Ricoh, they just organise major projects that affect the whole region such as new roads etc.

Or train lines?..

In short, yes. Each has a veto over the sale of the shares of the other.
I too understand that to be the case but would be questioning its legallity. An "option to purchase" is surely in this case is no option at all.
