The below article shows that at least 5 sides had a wage bill lower than £7m in 2009/10 scunthorpe (£4.6m), QPR (£6m), millwall and Leicester (£6.4m) and on a previously posted link PNE (£6.5m), do that makes at least 5 sides with a wage bill lower than £7m.
