Now, I'm no expert when it comes to building roads or placing drains. But, it occurs to me that the purpose of a drain is to help drain water away. Therefore, if you're going to put a drain in, you'd want to put it in where the water gathers.

Apparently not...... I don't know if the picture is attatched but....

The drain in question has been put in at the crest of a dip. Naturally, the water gathers at the bottom. Where it doesn't drain away at all...

Maybe the main road was resurfaced and the stupid contractors reset the drain to the new road surface.
They don't care and the council inspectors are probably all incompetent or won't object because they want an easy life.

Looks like a new bit of road added after the drain was put in place.
