Think he was referring to another player loan as opposed to Sterling again.
If Sterling is loaned back to a L1 club his time and development here hasn’t been very good in Chelsea’s eyes I’d imagine.

I can't see any way Chelsea wouldn't be happy with the progress he's made. He quite clearly has developed. Bristol away was a watershed moment for him, he was very poor, (as were the whole team), but he really improved after that.
Yes, his performance level has dropped off in recent months but it's clear to see that playing week in week out in a competitive league has drained him physically. He'll be stronger next year.
