In the last 5 years Man City have spent £563m on players (thats net, not gross), a clear £130m more than Man Utd, £300m more than Chelsea, £400m more than Arsenal, £500m more than Liverpool and an amazing £561m more than Tottenham.
If Man City didn't win the league by miles every season then they would want shooting.
Don't get caught up in the Sky/ Premiership "best league in the world" nonsense. Man City are the best team from whats there now, but they are far from a "great" team- for a start they need to win a few more titles otherwise they go down as a team that won the league via money. If they start to dominate the league & win in Europe- then maybe they can start to be classed as a truly great team. Not until.
