I was under the impression the oil was running out hence the clamour to push the tourism industry

I don't think it's so much the oil running out as they know there's a concerted push globally to reduce fossil fuel usage so they're diversifying their revenue streams while they're still able to make a fortune from the oil before the market shrinks and eventually disappears.
