I was one of them.I think Hull took 3.5k and had both tiers, not sure if that was the full allocation, we had 15k crammed in there in 1987
I was there as well, luckily got out of the middle section into the end pen early on by climbing up the fences, was a lot less crowdedI was one of them.

I think the Leppings Lane end can hold upwards of 5k, but they usually only sell the upper tier which is around 3500-3700.
This could be a good one.
