It's actually a directive from the FA.Seems to me like the police are using this to make an example. There's been a lot of concerns in the past year or so about the mocking of tragedy in football. There's a lot of concerns about Manchester United and Liverpool fans mocking club tragedies. Similar with the Leeds.

Problem is who decides where the line is?
