How can you justify fining a club for the behaviour of it's supporters?
The club is not in control of what it's supporters say or chant!

But then where is the incentive for the clubs to really crack down on it? Or proper fans to report such behaviour? Maybe you could link the fines to convictions, like a suspended sentence, so if perpetrators were identified and punished the clubs wouldn't have to pay so much?
