I'd argue that we'd have at least sunk to League 1 (and perhaps even League 2) regardless of who owned us, due to the awful state we were in.

SISU carry the can (rightly or wrongly, depending on your stance) for those years as they were owners, so i'm happy to say that they're doing a good job at the moment.
